Peter Minshall | Managing Partner
Peter C. Minshall founded Washington Capitol Partners in 2007 and serves as the Managing Partner responsible for all major decisions regarding the firm’s portfolio, including acquisitions, dispositions, financing, property management and asset management.
Prior to forming Washington Capitol Partners, Mr. Minshall was the Founder, Chairman and Chief Executive Officer of Asset Capital Corporation, Inc., a fully-integrated, self-managed real estate company focused on opportunistically acquiring, developing, redeveloping, and managing coreplus and value-add office properties throughout the greater Washington, D.C. marketplace.
Focusing on acquisitions in the $5 million to $50 million range, Mr. Minshall led the firm as it aggregated a portfolio of more than 1 million square feet of wholly-owned office properties in addition to four structured real estate investments (mezzanine debt, preferred equity and/or joint venture equity). Mr. Minshall founded Asset Capital Corporation in 1997, and successfully sold the firm’s entire portfolio at the peak of the last market cycle in 2007.
Prior to Asset Capital Corporation, Peter established the Washington, D.C. office of La Salle Partners Incorporated in 1979.
Cathryn M. Scheipers joined Washington Capitol Partners in August 2015 and focuses on evaluating new acquisitions and assists in managing the firm’s portfolio of properties.
She is also responsible for leasing, redevelopment and overseeing tenant improvements, and leads Washington Capitol’s marketing and public relations function.
Prior to joining the firm, Cathryn was a Leasing Associate with EDENS, a retail real estate owner and developer, where she oversaw a portfolio of shopping centers in the Washington, D.C. metropolitan area.
She also worked in marketing analytics at Hilton Worldwide, one of the world’s largest hospitality companies. Cathryn began her career as a commercial mortgage banker in Boston.
Cathryn graduated cum laude from the University of New Hampshire in 2007.
Laura C. Rudolph
Laura Craig Rudolph joined Washington Capitol Partners in July 2015 with over 20 years of experience in Business Operations Management. Laura is responsible for the in-house accounting, human resources as well as the day-to-day business operations of our office.
Prior to joining the firm, Laura worked at Capital Assets Planning, Inc. for more than five years servicing client’s financial needs, preparation of U.S. and International Taxes as well as preparation for broker dealer and state audits. Prior to that, Laura worked at PSA, P.C. for more than 10 years as the Business Operations Manager, responsibilities included human resources, financial management, accounting, advertising, as well as marketing and event planning director.
Alex Lovo | Senior Chief Engineer
As the Senior Chief Engineer, Alex Lovo has over 22 years of engineering experience, and joined Washington Capitol Partners in July 1999, beginning at 717 14th Street, N.W., in Washington, D.C. Alex is responsible for all building operations at the firm’s properties in downtown Washington, D.C., Arlington, V.A. and Norfolk, V.A., focusing primarily on preventative and corrective maintenance for all building systems. He performs regular monitoring and maintains control of all EMS equipment, and concentrates on identifying practices and procedures to reduce the cost of building operations including managing the consumption of water and electricity. Alex provides tenants with exemplary costumer service, responding quickly to all tenant service calls and requests for assistance, ensuring both tenant comfort and safety. Working directly with tenants such as the U.S. Treasury and D.C. Government, Alex has supervised large scale renovation projects which required high levels of security protocols and complex project management and vendor coordination.
Alex is the leader of the engineering team and brings his vast knowledge and experience to the oversight and operation of the engineering teams located at all of the firm’s properties.
While at Washington Capitol Partners, he has enhanced his capabilities through continuing education and has completed the following courses: Basic Electricity, Basic Plumbing, Electricity I, Introduction to Heating and Air Conditioning Repairs, HVAC I, II, & III, Blue Prints, Heat Pump Function, Repairs & Electrical Controls, Low Pressure Boilers, Motors and Pump Control Training, Locksmith Training, Indoor Air Quality Training, and VAV Box and Pneumatic Controls Training and received a certification in Refrigeration Transition and Recovery.
Martin Cueva | Chief Engineer
Jose Martin Cueva joined the Engineering Team at Washington Capitol Partners, starting at 717 14th Street N.W., in Washington, D.C. in September 2002 and is currently the Chief Engineer for the firm’s properties located in Columbia, M.D.: Symphony Woods Business Center and 9420 Gerwig Lane. Martin’s primary responsibility is to ensure the properties are operating as economically and efficiently as possible. By providing building system preventative maintenance, potential problems are identified early and many repairs are performed in house, reducing maintenance costs, operational down-time, and ensuring optimal operations of all building systems. His monitoring and oversight of the building’s energy management system has resulted in a consistent reduction in energy usage and cost. In addition, he and his team have the ability to perform the work necessary to complete small tenant improvement projects, resulting in cost savings and quick turnaround. Martin concentrates much of his efforts on meeting the needs and ensuring the comfort and satisfaction of the numerous tenants in the building, responding to service calls and tenant requests quickly and professionally
While at the firm, he has successfully completed numerous engineering courses including: Basic Electricity, HVAC Electrical Wiring, Schematics, and HVAC I, II & III as well as obtaining 410 A and CFC certifications.
